The Fire Departments are managed by the State Governments. There is no Local School Districts. Public Schools are managed by the State Governments. It is time to delegate Responsibility to the City Governments. It is time to delegate Authority to the City Governments. The State Governments should prepare the budget and allocate funds to the City Governments. Only Effective Local City Government officials can elimminate the terrorism.
