    New Challenges demand New Leadership;
    New Thinking; New System of Governments

    India needs: Autonomous, Accountable, Performing,
    Effective City Governments

    Only Effective City Governments can effectively meet all these New Challenges

    Right now, India does NOT have effective City Governments.

    The City Government is very ineffective. The Mayor has no stability; no authority; no responsibilities.

    The State Governments try to manage all the cities in their state. The State Chief Minister acts as if he/she is the Mayor of all cities.

      Garbage Collection is one of the major responsibility of the Corporation of Chennai. In fact, the job is assigned to a private organization called, Neel Metal Fanalca. This is one of their van, collecting garbage from the city's business establishments such as Hotels.

      Look at the dripping sewage water onto the road. It smells so bad. When the van goes around the city, it spreads the bacteria and other unhealthy stuff all over the city. Garbage collection is to keep the city clean and the environment healthy. But the fact is, this van makes the environment very unhealthy. Fortunately, the Sun is always hot in this region and kills most of the bacteria.

      The State Legislative Assembly has all the power and authority to make necessary changes. Its time for the members of the legislative assembly
      ( MLA ) to take a serious look at the constituion and functioning of the City Governments in their state.

      As a citizen, you're also responsible. So, please request your MLA to initiate discussions on the current challenges and the actions that need to be taken to face these challenges. MLAs also need to explore the benefits of empowering City Governments and make them responsible and effective. MLAs are people representatives. They raise the voice and concern of the people in the legislative assembly. People elected the MLA; so they are bound to listen to your concern.

      The truth is: President, Prime Minister, Cabinet Ministers, Governor, Chief Minister, State Ministers - have no Authority in the Indian Constitution.

      Except the President and the Governor - others have no Stability. Whether it is majority or minority government, doesn't matter. Indian Constitution doesn't provide Stability to Prime Minister and his/her cabinet. In the same way, no Stability to Chief Minister and his/her cabinet.

      The instability in the Executive Branch makes the whole system of Governments - weak and ineffective.

      The most powerful people, as per the Indian Constitution are, Members of Parliament and Members of Legislative Assembly.

      As the Citizen of India, you have the power and responsibilty. So ask your MLA and MP to fix the issues. Ask them to make the City Governments - Effective.
