There is not much difference between Effective and Ineffective Governments.

Crisis is the testing time and it helps us to know whether our Governments are Effective or Ineffective.

When only the infected people wear masks, then we know,
our Executives are Effective and the Government Performance is Excellent.

When all the people of India wear masks, then we know,
our Executives are Ineffective and the Governments are not performing good.

The crisis is not Swine Flu or those Mumbai terrorists attack.

The crisis is - we don't have a system in place. we are not prepared for any crisis.
Everything is a surprise for us.

Mumbai attack was a surprise; now Swine Flu is a surprise.

We are lucky - there are not many surprises.

We feel the impact, after we receive the severe blow on our face.
Then we try to understand what did hit us and try to clean up the mess.

By the time, we realize the truth, heavy damages have already happened.

We are not prepared to face any crisis.

For Mumbai attack, we asked Shivraj Patel to go home;
Now for Swine Flu, we may ask Gulam Nabi Azad to go home.

Where is the problem? Our Executives are Ineffective or our system of Government is Ineffective?

Even Superman may fail miserably in our system of Governments.
So it is not the problem with our Executives

The problem is with our system of governments

As the Prime Minister, by this time, you might have experienced and understood the defects in our constitution. No stability for the Chief Executive; But the entire Responsibility is on the shoulders of the Prime Minister; And the Legislative Branch has the Full Authority.

You can not do anything to fix that. You have no supporters in the Parliament to make any changes in the Constitution. So don't worry about it. Surprisingly, there are many developed countries similar to our kind of Constitution. Those Prime Minister's position is also as bad as yours.

The major difference is - Effective City Governments

City Governments are very responsible. United Kingdom, Japan, Canada and Australia, all have Autonomous, Accountable, Performing, Effective City Governments

We don't have that in India. That is the defect. All we have is - a bunch of Ineffective City Governments - no autonomy; not accountable; no responsibility; no authority and certainly they are - not performing. That is the root cause. Once we know the cause, then we can take action to fix it.

Is it easy to fix? No. Certainly not. The Challenge is - the regional parties. They will not let you fix it. The Chief Minister of the regional parties will not let you fix it. Because, they feel insecure and will become powerless.

But atleast you can fix it in those states where those National parties are in power. For instance, Andhra Pradesh. You can make those City Governments in Andhra Pradesh - Autonomous, Accountable, Performing and Effective

When you fix a defect in one State, pretty soon, other States will also support you. Perhaps, the dream Kamaraj rule in Tamilnadu may come true.

But certainly you can not continue to run the government in this way. There will be new crisis. We have governments, which can not identify and respond to crisis. You need to fix it.

If you don't fix the city governments issue, you have only one alternative. That is going back to 17th or 18th century. No Communications and No Transportations. Then there will be no bad news.

So, it is only matter of time. You don't fix it, then someone else will fix it soon. There is no other go. So, better act now.
