The British Officers recruited local people for all their services.
The British Officers realised the fact that,
for Effective Management of the Governments,
they needed the Communication and Transportation.
So the very important steps or decisions, they took to build the nation was,
Building the Railways for Transportation.

Besides that, the British Judges were responsible for the Judicial System.
The local people were helping the Judges in all clerical work.
The British Engineers design the big dam, bridges.
The local people were engaged in execution of the projects.
The British Professors were Principal & Head of the Departments in Colleges.
The local people were other staff members in the educational institution.

The Americans need to follow the same strategy to build nations like, Afganistan, Iraq.
