Responsibility without Power.
 
The question is: Who runs the Governments in India?
Let it be State or Federal; Who runs our governments?

To get an answer to this question, let us analyse
The Neyveli Lignite Corporation issue.

First and foremost thing is, Karunanidhi,
the Chief Minister of Tamilnadu.

For none of his fault, Karunanidhi was under
extreme pressure in the last few days.

The Chief Minister of Tamilnadu is in no way responsible
for managing the Neyveli Lignite Corporation.

So the Prime Minister or the Finance Minister had not consulted
Karunanidhi about the disinvestment of NLC.

But Karunanidhi was put into a difficult situation.
Karunanidhi had to go to that extent of withdrawing
his support for Manmohan Singh.

Why Karunanidhi got so frustrated?

Because Jayalalitha and Vaiko were emerging as
saviors for those NLC workers.
Politically, that is not good for Karunanidhi's DMK party.

So, the Opposition Political Parties, force the Chief Minister,
to spend his time and energy on totally unrelated issue.

This is what Jayalalitha does to Karunanidhi, and
Karunanidhi used to do to Jayalalitha.

Ironically, the Opposition parties have More Power;
More Nuisance Power.

The Chief Minister is more like Servant and
the Opposition parties are Masters.

With these kind of daily headaches,
no one can manage the country effectively.

So, for the question, Who runs the Governments in India?
the answer is,
not the President of India.
not the Prime Minister of India.
not the Governors of India.
not the Chief Ministers of India.

It is, the Opposition Parties.

The Opposition Parties have More Nuisance Power.
And they have no Responsibility.

That is what called as, Mismanagement.

So, India is not a Poor Country anymore.
But it is still, Poorly Managed Country.

Secondly, Coming to the Prime Minister.

As soon as the US Senate approves the US-India Nuclear deal,
Manmohan Singh initiated the disinvestment of Neyveli Lignite Corporation.

That is the right thing to do and Manmohan Singh did it.

Manmohan Singh called for his cabinet meeting and discussed
these issues and finally took a decision about disinvestment.

(It doesn't look like most of our Ministers attended these Cabinet meeting.
Even if they attended, they had no idea what the Finance Minister and
the Prime Minister were proposing to do with NLC or other issues.)

What happen to the decision taken by the Prime Minister and his Cabinet?

The Prime Minister had to put his own decision ON HOLD.

Imagine this situation with Winston Churchill's Cabinet!

Winston Churchill and his Cabinet took the decision
to fight against the NAZI regime.

But, if the Opposition parties and other political friends
threaten to withdraw their support to Churchill.

So, just like our poor Manmohan Singh,
Churchill had to put his decision ON HOLD.

That is the Wonderful World of Messy Democracy, invented by the Great Britan.

The Country needs a Strong Leadership.
Manmohan Singh is A VERY STRONG LEADER.
But the system, the Indian Constitution makes him a WEAK LEADER.

Rigth now it is a Golden Opportunity.

You will never get another Manmohan Singh.
You will never get another Abdul Kalam.

It is now or never.

We need to fix the defects.
We need to reform the Constitution of India.

Our Politicians are not bad.
Our Political System is BAD.
We did not invent this political system.
So let us blame the British.

It is dangerous that the Chief Executive of the country could not take a decision.
Even if he takes, the Opposition Parties reverse his decision.

For reversing the decision on NLC, it is not a big loss to the country.
What will happen, if the Chief Executive had to take a very important decision.

Politically, putting the disinvestment decision on hold is
the right thing to do for Manmohan Singh.

It is not worth to lose power on this NLC issue.

But this issue helps us to understand the defects in our Political System.

So, Who runs the Governments in India?

The Opposition Parties run the Governments in India.

As the Chief Executive, you are free to take decision.
But only Opposition Parties can let you execute it or not.

Then coming to the affected parties; those NLC workers.

Why did the NLC workers go on Strike?

What is their problem?

What is their concern about the change of management?

They will continue to have their job.
They will continue to get their salary.

What is their problem?

If it is managed by the Government, then
whehter they perform or not, their job is secured.
Their salary is guaranteed.

But in case of other management,the workers had to perform.
sometime they are expected to excel in their performance.
They will lose thier job, if they do not perform.

Is that the reason for those workers to go on strike?

So it is obvious that the workers do not excel in their performance,
if government manages the show.

So that is the loss to the government investment.
In turn that is the loss to the People's tax money.

It is better to let others manage these institutions.
