Water or Constitution?
Give them Life first
then Constitution.

Are the People of IRAQ longing for Constitution?
Even after sixty years of Independence, the People of India
had no knowledge about their Constitution.
Not just the common people; well educated software engineers;
most of the Indian politicians have no knowledge about their Constitution.
In American school, the seventh graders know about the three branches
of the US Constitution. They may also learn about their founding fathers.
In India, the schools just teach Java & Microsoft DotNet.
Just ask one question; Who gave India the Freedom?
Winston Churchill or Clement Atlee.
The answer may be; who cares?
No one cares about Constitution, when they don't have food to eat.
The People of IRAQ need: food to eat; water to drink; shelter to live.
Then build;
school for education.
hospital for health care.
play ground for youth to play.
park for kids to have fun.
You don't need a President or Prime Minister for this.
All you need is: City Manager.
That is how the British built the nation India.
They built the infrastructure first.
Then school, hospitals, railways, post office etc.
For running a government, they start at the lower level.
The local leader first manage the Municipality.
Then state level and finally the national level.
The local people need to gain knowledge and experience
in running a government.
Saddam Hussein did not provide all these basic things to the People of IRAQ.
The current IRAQ politicians also have no plan for this.
So first give a life to the People of IRAQ then Constitution.
Just follow the British India way.
