Coming to the Water issue...

In America, the City Government has the responsibility, power & budget to implement a project like this.

In India, the City Government is being used to place their party men as the Mayor.

Jayalalitha successfully implemented the Veeranam project.
Because of Veeranam, water problem was solved to great extent.

Besides Veeranam, Jayalalitha promoted the ground water level awareness.
Because of the increase in ground water level, the Rain filled the reservoir around Chennai.

In addition to all these efforts, Jayalalitha also tried to implement the Sea water project.

But Jayalalitha said, the Union Minister of Environment Raja,
did not give the green signal to the Sea water project.

At your work place, can you give such an excuse?

If you tell your manager, "I couldn't deliver the project on time,
because that person didn't do his job."

Immediately your manager wil say," Don't give me such an excuse.
No pointing fingers. You should have escalated this issue with me or with his boss".

So, Jayalalitha should have escalated Minister Raja's issue with Raja's boss.

Who does Union Minister Raja report to. Who is his boss?

Constitutionally, Union Minister Raja reports to the Prime Minister.

So the buck stops at the Prime Minister Manmohan Singh.

The Prime Minister Dr.Manmohan Singh is accountable and responsible
for the performance, as well as for the failures of his Ministers.

So, Jayalalitha should have escalated the environment issue with the Prime Minister.

But the fact is, no minister considers the Prime Minister Dr.Manmohan Singh as their boss.

If at all, Jayalalitha had to escalate the environment issue, Jayalalitha had to do it
with Karunanidhi. Because Karunanidhi is the real boss for Minister Raja.

In fact, Karunanidhi is the boss for the Prime Minister too.

That is the bad state of our Constitution.

Environment Protection is one of the main responsibility of the Government.
No one else could protect the environment.

To protect the Indian Environment, we have the Minister Raja as the head of that organization.

Why did Manmohan Singh appoint Raja as the Minister for Environment Protection?

Did Manmohan realise that, Raja is the only able manager in India,
with so much knowledge and experience in protecting the Indian Environment?

Only in India, we tolerate ineffectiveness and inefficiency in managing the country.

With these qualities, we wish our Nation to become a Developed one!

These inefficiencies are symptoms; not the cause for the problem.
Let us not try to fix these symptoms. We will fail.
Let us fix the cause.

Let us fix the defects in the Constitution of India.

Change is an inevitable one.
One Leader, the Change Leader is in very much demand now.

In a period of rapid structural change, the only one who survive is the Change Leader.

A Change Leader sees change as an opportunity.

A Change Leader looks for change knows how to find the right changes and
knows how to make them effective.

This requires:

1. Policies to make the Future.
[Reform the Constitution of India]

2. Systematic methods to look for and to anticipate change.
[Looking for the right time for the Communists to pull the plug of the Manmohan Singh government.
That action will demonstrate the defects in the Constitution.]

3. The right way to introduce change.

4. Policies to balance change and continuity.

Jayalalitha can and will fix the defects in the Constitution of India.
