Big Government; No Performance.
Many, Small, City Governments;
Best Performance.

In India, there are only two kind of governments.
One BIG Central Government.
Then for each State, there is one BIG State Government.
There are no City Governments.
India's mission should be:
Establishing - Autonomous, Accountable, Performing, Effective City Governments.
Look at the current state of affairs:
1. Missing children in Noida, Uttar Pradesh.
2. Arms smuggling to Sri Lanka, Tamilnadu.
3. Fake Stamp Paper
4. Many Housing Frauds in Tamilnadu.
5. Sale of Human Kidney in Tamilnadu
so many in the past and so many new types of cheating, corruption, murder etc.
Besides these crimes, we have many accidents like Kumbakonam school accident.
We couldn't stop any of those crimes or prevent any of those accidents.
In most of the cases, we come to know only after it made great damages.
By that time, all those criminals become millionaires.
They have money, power & political influence too.
We can not blame the Central Government.
Because the Central Government have bigger responsibility
such as TAX, Defence, Foreign Affairs.
We can not blame the State Governments too.
For instance, no one can effectively manage Tuticorin city from Chennai.
We need to give that responsibility to Tuticorin City Government.
We need to give the day to day administration responsibility to the City Government.
The State Government create the Policy, Budget and Guidlines.
Give the day to day administration responsibility to the City Government.
State Government should become like a Central Government.
Central Government form the policy and allocate fund to the State Government.
In the same way, State Government form the policy and
allocate fund to the City Governments.
Policy implementation should be the responsibility of the City Governments.
When the City Government performs good, appreciate them.
When they don't, punish them.
If we have Effective City Governments,
then we could have very well prevented many of those frauds & accidents.
That is how the Developed Nation functions.
We do not reinvent the wheel; just adopt it.
Mayor is the CEO of the City Government.
Mayor is directly elected by the people.
Mayor's responsibility is to run the City Government.
Head of the Executive Branch of the City Government.
City Council consits of People's Representatives, elected by the people.
City Council approves the policy, proposal of the Mayor.
Legislative Branch of the City Government.
Police, Fire Safety, Road Safety, Water & Sewage,
Electric Power & Primary Health Care.
City Governments can effectively perform all those functions.
Most of the People's needs are taken care of by the City Governments.
Schools are managed by the City School Board & Superintendent.
So, our current setup will not do any good for the people.
The BIG State Government is like a Big Elephant.
Elephant just eat; can not dance; so no performance.
We are just wasting our hard earned people's tax money.
No Result; No Performance.
We need Horses.
We need Effective City Governments.
