Nancy came from US to India to study about Indian Democracy.
Ram took Nancy to the Tamilnadu State Assembly.

And they are Ministers.

Nancy asked: Who is the CEO of the State?
Is the Governor or the Chief Minister.
Ram said: As per the constitution,
the Governor is the CEO of the State.
But in real, the Chief Minister is the CEO of the State.
Those thirty members are Ministers.
Nancy said: So, you move thirty members out of
the Legislative Branch to the Executive Branch.
Because of that, you form a weak Executive Branch and
make the Legislative Branch weak too.
The Executive Branch will be unstable all the time.
Ram said: All the Legislative Branch members always
would like to move to the Executive Branch.
Nancy said: in fact the Non-Executive members
outnumbered the Executive members. It is 200 vs 30.
Those 200 Non-Executive members can replace
these 30 Executive members at any point of time.
That will lead to a total choas and
unstable government at all the time.
Nancy surprisingly asked: Don't these two hundred members
realise the fact that they have more power than
those thirty Executive members.
Ram answered with more surprise: Yes, that is possible too.
The fact is, those two hundred members are divided
with many different party labels. So they never realise their power.
That is because, all these members are the product of our educational system.
In our system, we train the students for mere acceptance of authority and
do not encourage free thinking. So these members never open up their mind
and explore other options available to them.
So, it is very essential to separate the Legislative Branch & Executive Branch.
