Tamilnadu Legislative Branch
September 2007
Building Modern India - Democracy without any Political Parties & their Factions.
ƍ - .

ׯ 쿽.

It is not the responsibility of the Governor of Tamilnadu.
It is not the responsibility of the Chief Judge of the Madras High Court.
It is not the responsibility of the Chief Minister of Tamilnadu.
It is your responsibility, Mr. Speaker.

Yes, Mr.Speaker, You are responsible for the excellent
performance of the Legislative Branch in Tamilnadu.

Speaker of Tamilnadu Legislative Assembly.
It is not just a Position.
It is not just a Power.
It is the Responsibility.
It is the Responsibility to effectively run the State Legislative Branch.

We spend a big money in conducting elections.
The People, with a great confidence in democracy, come forward and
vote to elect their representatives for the Tamilnadu Legislative Assembly.

The People's Representatives are elected to actively participate
in the discussions to develop the state and the nation.

Where are they?
Where are the People's Representatives?
Are we running out of issues to be dicussed in the State Legislative Assembly?

Why the Tamilnadu State Legislative Assembly is always closed?

In 2006, Tamilnadu State Legislative Assembly
was opened for discussion only for 44 days.

In 2007, till now, it was opened only for 41 days.

In the true democracy, the People's Representatives in the
Legislative Branch, discuss the issue and pass the Law.

After the Law is passed in the Legislature, it is the responsibility of
the Executive Branch to effectively execute the Law.

In case of any conflict, it is the responsibility of
the Judicial Branch to resolve the conflict.

Power is Well Balanced in true democracy.
Power is balanced by making each Branch a Strong one.
In true democracy, each branch is Autonomous, Responsible and Accountable.

In the fake democracy in India, the power is balanced by
making every branch a weak & dummy.

In fake democracy, the Governor, the head of the Executive Branch is weak & dummy.
The Speaker, head of the Legislative Branch is again weak & dummy.
The Judicial Branch is also weak & dummy.

The big question is, Does the Prime Minister belong to Executive or Legislative?
Does the Chief Minister belong to Executive or Legislative?

The Prime Minsiter or the State Chief Minister have the Executive Responsibility.
But they do not have Authority to execute their Plans.
And the fun part of it, both the Prime Minister & the Chief Minister
have no Stability. They can be asked to go home any day, any time.

It has been sixty years since we got our freedom.
We are free to form or reform our constitution.
We can not continue to blame the British for their
invention of this Prime Minister kind of Democracy.

The worst part is: there is no autonomous, effective City Governments in India.
Can you belive that the Fire Safety, City Traffic Regulation, City Police -
do not exist in India; the largest democracy in the world.

It is time to fix the bugs in the system.

Reform 1: No Election Symbol - educated indian voters
can read the name of the candidate and elect their representatives.

No one will go to the party office and request for a seat to contest
in the election. So, all the parties & their factions will vanish.

The party's power is in the Election Symbol only.
Once the symbol is gone, parties will be gone.
It is a natural evolution.

Reform 2: Let People directly elect the Head of the Executive Branch.
City - Mayor.
State - Governor.
Central - President.

Reform 3: No Ministers from the Legislative Branch.
Let the People's Representaives totally and
completely serve in the legislative assembly.

Reform 4: Delegate the Responsibility to the City Governments.
Give them enough Authority for the effective execution.

These changes give real freedom to the People.
It also give stability.

The current crisis is - Reform the Constitution of India.
Let us innovate.
It is the Responsibility of the each individual
to bring in the change in the Indian Democracy
