Thank you for challenging the United Nations.

Especially for challenging the Human Rights Council in United Nations. In fact, Sri Lanka brought out the importance of the United Nations Organization and its need for the global community.

On responding to the challenges of Sri Lanka, now the United Nations operations have become very effective. Right now, the United Nations Organizations have earned respect from the global population.

Thank you, America. Thank you, United States.

Earlier the world was divided by USA and Russia. That division caused conflict between USA and Russia. That conflict doesn't exist anymore.

Then Bush Administration created new conflict between USA and United Nations. That caused division between USA and rest of the world. Now, Obama Administration works with United Nations Organizations.

In this time period, all Super Divisions, Super Conflicts and Super Power was gone.

When there is no division, there is no conflict. When there is no conflict, all nations could act with greater responsibility. USA is now acting with Greater Responsibility.

Thank you, America for all your initiatives and actions.

This kind of situation has never been in the history of Earth. Right now, it is one whole world. We all live on Planet Earth. When we meet human beings from other planets, we shall introduce ourselves as human beings from planet earth.

For geographical reasons, the planet is divided into continents. For effective functioning of government, the planet earth is divided into nations, countries. Again for effective local administration, the nation is divided into states and further divided into cities, towns and villages.

Global Warming, Earth Quakes, Tsunami and other disaster help us to realize the fact that it is one whole world. Even though we have divided the planet for political reasons, the truth is, it is one whole world without any divisions.

Let all human beings think as part of global community and act as local citizens.

Overseas Sri Lankans are getting ready to transform the nation. They look at the current situation as a great opportunity to bring about the change. Had it been a few years ago, they would have stayed away from politics. But, now they don't see politics as a big challenge; in fact, they look at politics now as an innovative opportunity.

Most of them have been living in Europe, America, Canada and Australia for many decades. They might have been citizens of those nations. Economically they are well settled. In their profession and as citizens of developed nations, they have learnt a lot about democracy, effective government, management principles and practices. Above all, they have been living in a multi language, multi religious, multi culture society without any conflicts. So, they look at all human beings equal.

One aspiring presidential candidate said: I don't like politics. Whenever there was a gathering, all men talked about Sri Lanka politics. They had been talking about the same thing over and over. They talked about events that happened since 1960. They could never come out of it. The women got bored listening to the same repeating stories.

When someone asked, why women is not participating on these discussions with men, I said, I don't like politics. At that time, that person said, then you are the right person to lead the nation. That was a spark.

You are creative. You are performing arts; collect donations; distribute the donations to the schools in Sri Lanka. So, you have already doing good for the society. You have been organizing such a big event. It demonstrates that you have leadership qualities and management skills.

As you said that you don't like politics, that has become a qualification for you. So, you are not interested in politics but interested in action; action to do some thing good to the society.

This candidate addressed the gathering as brothers and sisters in English, Singhalese and Tamil languages. Then she said: I have used three different languages for the purpose of communication; but the relationship between you and me is, brothers and sisters. Relationship is the same; language may differ.

My kids call me as Amma sometimes; Mom sometimes. Relationship is the same. They may use different languages for communication purpose.

We are equal. We are kids of Mother Lanka. Languages should not divide us. In fact, languages should unite us. Let us all unite and demonstrate to the whole world that we all are wonderful human beings. Let our action make Mother Lanka feel proud of her kids.

Overseas Sri Lankans are not showing any interest in studying Sri Lanka constitution. They said, if you want to develop Sri Lanka, you need to learn about the constitution of developed nations and their government structure.

The current crisis in Sri Lanka is the leadership. Overseas Sri Lankans look at this challenge as innovative opportunities.

Overseas Sri Lankans Mission:

Establishing - Autonomous, Accountable, Performing, Effective City Governments in Sri Lanka.

Responsibility, Authority and Accountability - these are the basic things for effective management. In most of the countries in Asia, it is centralized. In America, it is distributed. That is the one and only difference. It is not wealth; it is not resources; it is effective management. That is the difference between America and Asian countries.

In Sri Lanka, the President has the responsibility to move the nation forward; the President has all the authority for execution of any plans; and only the President is accountable not only to the people of Sri Lanka, but also to the global community. This is the main reason for ineffective management and for failure. Not just the current president; nobody can effectively perform as the President of Sri Lanka with this kind of setup.

Distribute the responsibility; not the power. There is no sharing of power; come forward to share responsibility. If you are genuine and to serve the public, then come forward to share the responsibility. To execute those responsibilities, you will be given authority. Again, it is not power; it is authority. And you will be accountable for the good as well as for the bad performance.

Distribute the responsibility from the President to the Provinces and to the City Mayor. Clearly define the responsibilities of the province Chief Minister; provide necessary authorities to the province Chief Minister to execute those responsibilities; have the Chief Minister accountable for his/her performances.

Likewise, define the responsibilities for the City Mayor; authorize the Mayor with necessary authorities to execute his/her responsibilities; then have the Mayor accountable for his/her performances.

This is the plan of action of Overseas Sri Lankans. They will delegate the power from Colombo to all provinces and to all cities. All provinces and all cities will be treated equal.

Right now, the traffic police in Jaffna or Kandy; they are managed by the president from Colombo. With the new action plan, the traffic management responsibility of Jaffna will be given to the City Mayor. City Mayor of Jaffna will be provided with all the required authorities to manage the city traffic effectively. Certainly, the Mayor will be held accountable for the good as well as for the bad management of the city traffic.

With effective management of the city, province and central governments, the nation will move forward. When the nation starts moving forward, the people of Sri Lanka will work together without any conflicts. The multi language; multi religion; multi culture society will make Sri Lanka beautiful as rainbow, continuous spectrum of colors.

This transformation is possible only with Overseas Sri Lankans. They have fresh, new, whole perspective without any divisions. It is their service to Mother Lanka.
